Who do i call to end my discrimination based on my mental illness by medical and treatment centers in CA, USA?

I am a patient at a Methadone Clinic and at a community medical clinic and I have found discrimination at both places because I also have bipolar. Recently I have lost my primary care doctor and now  at my methadone clinic where I’ve complied with all the rules they’re adding extra rules to “make sure that I am taking my medication”when in 7 years its never been an issue!?  I’ve been taking lithium for 30 years with no interaction and Now they want monthly blood test levels when even my psychiatrist doesn’t ask for that and they just decided that I need that those and they have taken away my take-home doses so I have to go there four times a week instead of once a week and this is just one of the endless endless rules that don’t make any sense  Plus I have more restrictions on me, like travel, etc. than if I was on parole from committing a crime and I am self reffered and I’ve not committed any crime, I just wanted to get some help.  I am caring for my Mom who is dying of  pancreatic cancer and they are making things much harder for me instead of making things easier and I have health problems directly as a result of this extra stress.  Does anyone know of any agency that I can contact that will help me not be Treated Differently because of my mental illness?  Thank you!
